Jay Eaves asked how a building could be secured if it were in a collapsed condition.
Mr. McCarthy said that it would be up to the judgment of the supervisors to decide what would be needed to make the building safe.
Sally Kingman asked if uncovered fallen-in septic tanks would be considered unsafe structures.
Commonwealth Attorney Peter Luke said he had written the ordihance to follow as closely as possible the language or the enabling legislation in the Code of Virginia, but he felt a septic tank could be considered. “Just because a thing is underground doesn’t mean it couldn’t be considered a structure,” he said.
Jackson District representative Ellis Bingham said he felt septic tanks, like abandoned wells, could be covered by Health Department regulations. “The Health Department requires an abandoned well to be filled in,” he said.
Catherine Gollaher asked if there was anything in the ordinance about “eyesores.”
