He said that small businessmen, “who weren’t involved in those episodes” are being made to suffer because of the new regulations. “The pendulum swings to correct one bad situation and creates another,” he added.
He said that this is not a theoretical problem. Locally the bank has not been able to make loans to small businesses because of paperwork and security requirements.
