sion was touted originally as one that would allow legislators to make necessary budget adjustments, take care of a few emergency matters and go home. What happened to wreck that concept?
The most obvious answer is a lack of legislative restraint. Years when short sessions are held are also years when all members of the House of Delegates are up for election and sometimes years when members of the Senate are up for election. Thus it is difficult for a legislator faced with possible opposition to resist the temptation to introduce bills that might please the folks back home even if some of those bills have absolutely no chance of passage.
