The planners then voted unanimously to recommend approval for a bed and breakfast. Leon and Betty Hutcheson had applied for a threeroom bed and breakfast in their home on a right-of-way behind Fanning and Ruth Baumgardner’s Christmas tree farm off U.S. 522211.
Frank Reynolds, representing the Hutchesons, said they would rent only to adults and non-smokers.
The planners had letters of support for the application from John Hartline and John Baumgardner, who also use the right-of-way, and from Jean and Bernard Campagne, owners of the nearby Bleu Rock Inn.
The right-of-way is 50 feet wide, Mr. Reynolds noted.
Last month the planners recommended denial of Joan and Robert Herrema’s application for a bed and breakfast on a right-of-way off Route 626. In that case other owners using the right-of-way objected because the road is narrow.
Stonewall-Hawthom District representative Sharon Pierce said she was concerned because the road to the Hutchesons is narrow even though it is on a 50-foot right-ofway, but she joined the other members in voting to recommend approval.
The Board of Zoning Appeals is due to consider these applications and the Herrema application, which was tabled from last month, at their meeting this Wednesday.
Mr. Massie appointed Ms. Pierce, Brooke Miller, and Dr. Krebser to a subcommittee to consider adopting stricter erosion and sedimentation control requirements for steep driveways in mountainous terrain.
