Hazel River
Nominated
For Tier III

Richard and Joyce Abell of Woodville have joined Jim and Sally Mello of Rixeyville in nominating the Hazel River for inclusion in Virginia’s list of “exceptional waters,” Tier III.
Actually their original letter nominating the stream resulted in a letter asking for further information. The Abells said Sally Mello is the main person working on that. •
To be considered for Tier III status a stream must have an “exceptional environmental setting” and either “exceptional aquatic communities” or “exceptional recreational opportunities.”
Mr. Abell said they intended to nominate the river for its entire length from the* Shenandoah “National Park to where it joins the Rappahannock in Culpeper County. They did not intend to include the tributaries, such as the Covington, Rush or Thornton.
Mr. Abell said he expected support for designating the river Tier III in Rappahannock County. “It’s less likely to win approval in Culpeper County,” he added.
If the Water Board of the Department of Environmental Quality, accepts the documentation the Abells and Mellos sent in as sufficient to consider the Hazel for Tier III status, the board will hold a hearing on whether or not to designate the river for Tier III.
If the board then votes for Tier III for the Hazel, no new point-source discharges will be allowed on the river and no existing point-source discharges can be expanded. “Regardless of effluent quality,
