Mr. Chappell said that he and county building inspector Richard Burke had inspected the work done on the elementary school roof last spring and summer. The contractor, the John T. Morgan Co., had not applied for a building permit for the work or had an inspection, he said. He said the inspection showed that there are problems with the work including areas that will probably begin leaking shortly.
