A referendum of horse owners in Virginia has passed, leading to the creation of the Virginia Horse Industry Board which will provide marketing, educational, promotional and research activities for the state’s multi-million dollar horse industry.

Of the 3,398 ballots cast, 1,997 voters or 58.8 percent of eligible ballots support a $1.50 assessment on the Coggins Test, a test for Equine Infectious Anemia which is required for all horses in Virginia. The horse referendum was conducted over the past several months as directed by the Virginia Horse Industry Board Act of 1993. The names of approximately 18,000 eligible voters were drawn from those who paid for 44,000 Coggins Tests during the fiscal year 1992-93. The referendum was conducted by the accounting firm of KPMG Peat Marwick of Richmond and the Virginia Department of Agriculture and Consumer Services.
