It is wrong to think of nonresident property owners as “free riding” on the residents of the county, as if they are getting rich as the expense of the residents by taking advantage of the “land use” program, especially when you consider the county “services” that they are allowed to use as nonresidents.
There should be a stronger relationship between taxes and “services” than there is now. Real estate taxes should not be the primary source of funds for local governments, but it is unlikely that the politicians can make significant changes in the current system of taxation.
