In those days, the Organization picked its candidates from the courthouse to the statehouse. It usually determined who would rise through the ranks to become Governor. When A.E.S. Stephens, who had been elected lieutenant governor, rebelled against the Byrd authority, he was declared persona non grata and the Organization anointed someone else as Governor.
The last thing Byrd and cohorts would have wanted was a Governor who could build a popular political base and run for re-election, for that would have posed a threat to the Byrd dominance.
