a governor has used radio advertisements to influence the outcome of an issue to be decided at the one-day legislative veto session.
The changes Gov. Allen wants would return $15 million — or 5 percent of about $300 million in lottery profits a year — to localties beginning July 1 for the 1995-96 fiscal year. Localities would continue to receive an increasing percentage of lottery profits through a five-year program ending in the year 2001.
Del. Katzen touted Gov. Allen’s proposal to channel lottery proceeds directly to localities as “a real chance to put real money back to the localities. This is a continuing wish that people have had, and not a tactical move at all.”
Suzette Den slow, deputy director of the Virginia Municipal League who is on record as supporting lottery proceeds to localities, however, has expressed concern about where Allen will cut the budget in future years to fully phase in the return of lottery funds to communities.
