The one term prohibition on a Gpvernor’s service may be, as some claim, an anachronism that makes a Chief Executive a lame duck from day one.

Certainly, during the 1980s both Governors Charles Robb and Gerald Baliles could probably have won reelection had they so chosen since their popularity ratings were sky high when they left office, though it is doubtful that L. Douglas Wilder — who I think was a better Governor than Robb and Baliles — would have been re-elected because of the many tough decisions he made.
