of during the past few weeks while traveling through the state and talking over the airwaves — the governor called Del. Van Landingham’s bill “nothing more than a cynical deceptive shell game” Which alters nothing in the current funding formula.
As expected, the Democrats responded negatively to the governor’s lottery proposal. Although they don’t give it much, chance for passage, they said they will examine the plan thoroughly.
Del. Van Landingham calls the governor’s plan a trick maneuver to gain attention:
“He takes from localities with one hand and gives it [back] to them with the other hand. Once again he’s passing the buck just as he’s done with the prison thing."
The Virginia Association of Counties, an Organization based in Richmond to support county officials and to promote and protect the interests of counties and their residents, voiced cautious support of Gov. Allen’s plan to return lottery profits to localities.
Throughout the past few weeks Gov. Allen has signed, amended or vetoed other key legislation. Here's a sample of what he has signed and proposed for legislators to deal with Wednesday.
• Signed a taw giving the state the right to revoke a parent’s driver’s license if the parent fails to pay child support.
• Signed a bill loVvering the age teen-agers can receive driver’s permits.
• Amended the bill concerning the blocking of abortion clinics. He broadened the bill making it illegal to impede access to any business.
