Once again two groups of lawyers are debating the merits of sludge before a judge in Rappahannock Circuit Court.
The case, known as Welch versus Rappahannock County, pits three landowners against the county. •
Dale Welch, John Harrison Powers and Patricia Saltonstall want to apply sewage sludge to their lands as a fertilizer and soil conditioner. The Board of Supervisors has banned the application of sludge on any and all fields within the county.
The case has bounced in and out of federal court in Charlottesville and has reappeared in Circuit Court here. Arguments began Monday morning, and
