Term Limits
Bad Idea
To the Editor:
Newt Gingrich said in 1991 that term limits were “a terrible idea.” He was absolutely right. Nobody in New York or California has any right to tell me when I can vote to re-elect my representatives. It is none of their business.
There is no reason to think that Gingrich has changed his mind. He certainly did not twist Republican arms this year to get votes for term limits the way he does when he really cares.
What he has done is to pretend to' back term limits because he is afraid of the many Americans who want them. He and his robots in the House backed a bill that they knew would not pass. Even if it had passed, it would have had no effect for twelve years, until 2008 AD. By then, Gingrich could have been in Congress thirty years.
The Democrats called his bluff. They forced a vote on a bill like his, except that it would have been effective at once. Their message was that if you think that limits would be good in 2008, they would be even better in 1996. Whether or not they really wanted limits any more than Gingrich did, they put their necks on the lime. If their bill had become law, 80 Democrats and 54 Republicans would have been through in 1996. If the Gingrich bill had become law, nothing would have happened until 2008.
A constitutional amendment is forever. By 2008, things may have changed so much that nobody wants term limits.
