Dick McNear was Fauquier Countv's director of planning and zoning for 20 years and has lived in Rappahannock full-time since 1980, and off and on since 1960. He is now retired, but teaches comprehensive planning and implementation at the University of Virginia and is on the board ot the Piedmont Environmental Council.
