She said similar efforts are being made in the United States led by Mark Tucker, author of “America’s Choice: high skills or low wages? The Report of The Commission on the Skills of the American Workforce” published by the National Center on Education and the Economy, also in 1990.
Mr. Tucker’s study calls for a “new educational performance standard” recognized by a “Certificate of Initial Masteiy” to be earned by most students by age 16. This certificate or work towards this certificate would be required to get a work permit. The certificate would also be required for further education, Mrs. Bocchino said. She said this would eventually involve students in private schools and home-schooled children as well as public school students.
