For students who drop out of school without obtaining the certificate, local youth centers would provide access to alternative education to acquire the certificate as well as job counselling, according to Mr. Tucker’s proposal.
“There is no mistaking their intent,” Mrs. Bocchino said. “The government decides what skills are necessary for a particular job. They would monitor everyone. They would control who gets a job and the incentives and punishments for employers who don’t go along.”
She said Virginia has applied to the Federal government for funds under the “Schools to Work” program for these purposes. “There goes local control of the curriculum,” she said. “It will involve all students at all schools regardless of their career plans.”
