She said further measures to move forward with such programs are being held up by a strong grass roots campaign opposing a Senate bill and a companion bill in the House of Representatives. The bill “consolidates grants and federal funds for vocational rehabilitation, at risk youth, immigrants into a gigantic block grant to states,” Mrs. Bocchino said. This would lead to schools becoming “one stop career centers,” she said!
