Several said conditions are ripe for further flooding with culverts blocked and stream banks washed away. In one part of Old Hollow the river has been diverted and runs through a yard. That property owner is especially frustrated with rules that limit what VDOT can do.
Mr. McCarthy said the same situation followed the June 1995 floods in Harris Hollow. A program of the Natural Resources Conservation Service called Emergency Watershed Protection allows projects funded 75 percent by the federal government and 25 percent by the local government toclean up debris from the stream that presents "imminent hazards to life and property."
