Luke said that Mr. Kitchen was bringing truckloads of trash, in a big dumptruck, to his property on Route 642 in Amissville between Sept. 1, 1996 and Feb. 5, 1997. He even has a front end loader to push the trash around his property. He said that Mr. Kitchen told him that he has a salvage operation.
Looking at the photographs that Mr. Luke took on Mr. Kitchen's property on January 3, there is a large pile of what appears to be construction debris with a lot of large pieces of wood and metal.
Mr. Luke said that neighbors of Mr. Kitchen's are quite upset, and he told neighbors that the county will take the steps necessary to get the stuff out of there. "I don't want anybody to think they can come to Rappahannock County and dump his trash," he said.
