Conservation Zoning District shall require an approved erosion and sedimentation control plan, in accordance with Sec. 98-6, et. seq. of this code.
“(2) All single-family residential construction in the Conservation Zoning District shall be served by private roadways and driveways that equal or exceed the Type II standards as set forth in the appendix to chapter 147 of this code, and shall be setback at least 25 feet from neighboring property-lines, unless:
• The lot to be served was created prior to the adoption of this regulation and it is either impracticable or impossible to meet the standards; or
• The driveway or access road is constructed to the Mountain Roadway Standard which shall consist of a 12 foot wide gravel travel way surface with sufficient ditch, shoulder and culvert structures to ensure all-weather maintenance. Said road area shall be included in the area governed by the Erosion and Sedimentation Control Plan, but shall not be included in the calculation of number four
