Estes commented that the surplus shouldn’t be touched. He is concerned that drawing down the surplus could lead to deficit spending. Ron Frazier also thought that the money should be left alone. McCarthy pointed out that if Fire Levy spending continues as is, then drawing down the surplus will leave the county hard pressed to sustain a three cent Fire Levy tax.
“Buck” Payne, speaking on behalf of the Fire and Rescue Association, responded to Massie’s suggestion by saying that the surplus took almost four years to build up. He added that what Massie is suggesting would wipe it out in one year and if a unit were to break down, they would then need to borrow money to have it fixed or replaced.
Massie suggested that money could be appropriated from the general fund should that become necessary. McCarthy informed the board that the general fund currently has a surplus of approximately 2.5 million dollars.
A motion to base taxes for the general fund and the fire levy on usevalue taxation was passed by a 3-2 vote. Massie, Welch and Bob Anderson voted in favor. Anderson said that he supported use-value taxation if the tax rates could be changed in the future. Estes and Frazier voted no.
