The County’s responsibility though, is not to actively perform remediation, but to monitor the level of contamination and to provide clean drinking water to any occupants of the facility and to the Flint Hill Pentecostal Church, until the monitoring indicates that the wells are “clean.”

Agreement by the County to comply with these elements of the voluntary remediation program will enable it to receive a “Certificate of Satisfactory Completion of Remediation” and to seeks occupants for the facility. Public comment and BOS action

Public comment on the proposed acquisition was relatively light. Newbill Miller asked what the County intended to do with the property, and said that “if you don’t have a use for it you shouldn’t speculate and buy it.” He appeared satisfied with the responses from Mr. McCarthy and Mr. Luke.

Mr. McCarthy informed the attendees that the County has been talking to the Faith Mountain Company about a lease on all or part of the plant, and he noted that the Board of Supervisors was not in favor of any redevelopment of the facility-any lease then would more than likely be for an “as is” facility.

Mr. Luke reiterated the benefits of County control, the prospective downzoning, and the likelihood of resale of the property. The “Certificate of Satisfactory Completion of Remediation,” said Mr. Luke, would “come with the land,” thus giving any purchaser the immunity that the County has acquired.

With little debate, the Board unanimously agreed to the purchase resolutions.
