Rappahannock News has never advocated for a refusal to permit cell towers in the County, but it has promoted the emplacement of towers in accordance with Rappahannock County needs and concerns, and not just those of Sprint PCS.
The Telecommunications Act of 1996 affords local jurisdictions the right to ensure that cell towers are sited to minimize their impact upon local residents and the local aesthetic, and it is our responsibility to ensure that this is done. It is not a question of no cell phones to aid those who may be in distress, as Mr. Brown accuses, it's a question of making certain that the towers that facilitate cell phone use are designed and placed here to our benefit too, and not only to minimize the cost to Sprint PCS and its shareholders.
