As part of his love of Washington,' Va., its children J and the community, in the bicentennial year of 1976, Mr. Carrigan encouraged the collection and disposition of artifacts and current events into a "time capsule". This resides beside the Town Hall, to be opened 75 years later, in the year 2051.
On the 38th consecutive year of hosting the Fourth : of July event, just before the fireworks in 1999 at Avon ■ Hall, Mr. Carrigan donated the Washington School property to the Child Care and Learning Center and presented the ceremonial key to Rose Ann Sharp, Executive Director of CCLC.
During World War II, Mr. Carrigan served as a Field Director for the American Red Cross in Italy. There he
