Culpeper County is grappling with growth. How they do this might be of interest to Rappahannock County, as we will be facing an increase in population in the future.
Culpeper County’s approach is to concentrate growth in designated “village centers.” Clevenger’s Comer is the first of six such village centers to be specifically defined.
The Clevenger’s Comer Village Center Plan, approved by the Culpeper County Board of Supervisors on Jan. 3, 2002, covers 1,900 acres, or three square miles. It is designed to absorb about 4,100 people, mainly from Northern Virginia, by 2015.
The village is to be built around the intersection of US 211 and Route 229, three miles from the border of Rappahannock County. The current South Wales development is part of this village plan and South Wales’ present population is included in the 4,100 figure.
