Chapel, who was principal of Rappahannock County High School in 1982 and then became assistant superintendent here in 1987, has returned after several years with other school systems. “I love Rappahannock County,” he said. But this is not the only reason he’s back. “I sensed that my values and belief system very closely match that of the school board,” he said.
