Brown's guilty plea before General District Court Judge Charles B. Foley resulted in a $1,000 fine with no jail time. Brown paid the fine before he left the courthouse.

Only two weeks earlier another candidate,Wesley Mills, 41, chairman of the Rappahannock County School Board, stood before the same judge pleading guilty to the same charge. In Mills' case, he only paid a $500 fine. Mills, who was running as a School Board candidate, also will not appear on the Nov. 4 ballot.
