Because so many persons have called the Registrars Office inquiring whether the signature they signed was valid because the petition wasn't circulated by a candidate, Luke explained:
"Any qualified voter can circulate a petition. The petition does not have to be circulated by the candidate but the person circulating it has to be the person who actually signs it," Luke said.
