The supervisors looked at the readings of a light meter owned and operated by county resident Clyde Humphrey which works on the same principle as a photographer’s light meter and records the brightness numerically on a flat-box device. Humphrey and his wife, Gwen Hayes, bought the meter for the county to help evaluate the need for an ordinance.
