“We ought to be sending these monies back saying we’ll give you your share of the formula plus 10 percent if you engage in a cooperative provision or planning of services within your [region], and you get minus 10 percent if you do it on your own,” Kaine said.
That does not mean radical changes, like consolidating school districts, but Kaine said the prospect of additional money might be enough to entice school districts or local governments to work together in providing similar services more efficiently.
