“You, in a region, will know you have this much money over a number of years, and you choose the array of transit versus roads and the timing and phasing of where it is,” he said.
Recalling his days as Richmond mayor, Kaine acknowledged that getting local officials to agree on a course of action will probably prove no easier than persuading state officials.
“This is easier said than done,” he said, “but we know it’s what needs to be done.”
Looking at next year’s race against Attorney General Jerry Kilgore, the likely Republican nominee, Kaine said he is ready to defend Democratic Gov. Mark Warner and his successful push for a historic tax restructuring earlier this year.
