“A kid comes in, 14 years old, for toting a gun and the judge can say, ‘Don’t do it again,’ and give them probation,” he said. “By the third or fourth time they’re not there for toting a gun. Either they’ve shot someone or they’re on a slab because they’ve been shot.”
Kaine said he is not calling for stiff minimum penalties, but he would at least like to see judges given the option of sending juveniles who carry guns to jail.
“You’re not going to turn a bad person into a good person, but if you make them think twice about carrying a weapon, you’ll have less stuff happen on the streets,” he said.
