He suggested taking it a step further to address Virginia’s transportation troubles by turning over some of the decision-making responsibilities to the underutilized regional planning district commissions.
Kaine said the state is “constantly playing catch-up” because there is little coordination between the local governments, which are responsible for land-use planning, and the state, which is responsible for planning, building and maintaining all roads and railways.
