Loudoun County Government is seeking an independent professional with strong leadership skills to oversee the County's payroll program and system with general supervision from the Operations Manager. Primary responsibilities will be auditing all County-wide payroll information and managing the payroll interface from the payroll and personnel management system (CYBORG) into the financial accounting and management information system (FAMlS); ensuring County's compliance with all federal, state and local laws and regulations, including those applying to child support, garnishments, and federal and state levies. Duties include development and maintenance of payroll and accounting procedures to ensure compliance with generally accepted payroll practices, generally accepted accounting pnnciples. state and federal regulations and County policies. Will supervise payroll technicians including reviewing and evaluating performance and training; participates on other teams and leads projects as required. Position requires a thorough knowledge of payroll procedures, practices and techniques along with an extensive knowledge of accounting principles. Requires any combination of education, experience and training equivalent to a Bachelor's degree in business administration! accounting or related field, 4 years of professional payroll experience in either private or public payroll, and at least 6 months supervisory experience. Prefer a Certified Payroll Professional (CPP) or a Certified Public Accountant (CPA). Successful candidate will undergo credit and criminal background checks.
