Del. Scott Ligamfelter, the sponsor of the bill, represents Fauquier County and said that he would be interested in convening a meeting of rural counties who have the Landuse program in place to promote open' spaces to gauge their support for his legislation.
Del. Ligamfelter told the committee that if the State is going to require localities to participate in the Land-use program, the localities' school funding should not suffer.
He further told the committee that it is time for the State to make a policy change to include lanc^-use in the school funding formula. Note on HB 135 18h: The House committee did not take action to kill the amendment to add Rappahannock County to the localities receiving the "Cost of Competing Adjustment" COCA. Also, there are efforts to get Winchester and Frederick County included in COCA. The bill should make it to the full Appropriations Committee and hopefully £ain passage.
