are so important. Historically, however, these programs have been under-funded. Last year, for example, one of every three farmers applying to one of the most popular cost-share programs was turned away because of a shortage of funds.
State experts estimate that if fully funded, cost-share programs could reduce nitrogen runoff pollution in the Chesapeake Bay watershed by 12 million pounds a year for only about 4% of cleanup costs, a huge bang for the buck. Combined with the progress made to upgrade sewage treatment plants, these cost-share programs hpld the promise of achieving 90 percent of Virginia’s Chesapeake Bay clean water goals and ensuring that significant progress is made in restoring polluted rivers and streams across the Commonwealth.
