“There’s about as much chance of the legislators making any major changes in the formula (that determines the amount of financial aid supplied to localities) as there is of Rappahannock County land values going down 50 per cent,’’ said Bloomer.
The state aid to education formula, based 50 per cent on land values, 40 per cent on per capita income and 10 per cent on sales tax revenues, adversely affects Rappahannock because land values here are inordinantly high for an area without a major industrial or commercial base, according to Miller.
“This puts a larger burden on the locality,” commented the Senator.
