“The formula doesn’t do mathematically what the legislators say it will do,” maintained Newbill Miller. Two mathematics teachers from the high school applied the formula to the amount of aid received by Rappahannock from the state and figured that the land values had received 75 per cent weight, rather than 50 per cent, according to Miller. As far as sales tax revenues were concerned, Miller said that a tremendous amount of money from retail sales was going into the kitty in Culpeper, Front Royal and Warrenton—money spent by Rappahannock residents that the county wasn’t given credit for.
