Mr. Kinsey, 72, died August 25 at Culpeper Memorial Hospital. He was the son of the late William M. and Elzora Carter Kinsey and was a native of Rappahannock County.
He is survived by his wife, Mrs. Helen Aylor Kinsey; two daughters, Miss Barbara Ann Kinsey of Culpeper and Mrs. Catherine Elzora Simmons of Newport News; two sons, George Randolph Kinsey of Rixeyville and William Edward Kinsey, Jr., of Culpeper; three grandchildren; two sisters, Mrs. Mazie Heflin of Front Royal and Mrs. Addie Myers of Richmond; and two brothers, Walter Kinsey of Washington, D. C. and Gibson R. Kinsey of Salem.
