Newbill Miller interjected that state officials, in determining county land values, threw out both high and low sales and ended up with a figure that actually reflected the' true value of Rappahannock land.
Land Use
Noting that many localities were adopting land use taxation in face of the state’s required 100 per cent assessment, Sharon Kilpatrick asked if property would be evaluated on its worth as farm land for the purposes of the educational funding formula.
Bloomer answered that he thought land use value rather than a property’s worth for development would be incorporated into the formula used by the state to determine a locality’s ability to pay for education, should a land use program be in effect.
"All we need is land use taxation,’’ countered Mrs. Kilpatrick, “and then the formula will work for us.”
“But then what happens to local taxes?” asked Delores Dalton.
