He added that the funding formula was thrown out of kilter in its application to Rappahannock County by the "double jeopardy” of high real estate values and low population. Rappahannock has more real estate value per population than neighboring Fauquier and this is the reason for Rappahannock’s higher ranking in ability to pay for education, he said.
