“I think we’re going to have to do some redefining of (what constitutes) floodplain" and use setback requirements to strengthen controls on development in floodplain areas, said Davis. Setback requirements should be primarily addressed to floodplains, rivers and streams—not highways, he said.
“I think we’ve got all the highways in the county as wide as we need to have them,” Davis added.
Setback requirements from waterways and flood plains are legitimate areas for county control, he continued.
“You don’t need a lot of expert testimony to prove that protecting rivers and streams from pollution is directly related to health and welfare,” Davis said. He added that any water course^-no matter how tiny the trickle of flow—should be detected by setback requirements on development.
