The Task Force also considered boredom, limited job opportunities and the influence of drugs and alcohol as major contributing factors in delinquency.
“One young person, one family in trouble can’t change any of these things by themselves but a community group can perhaps have an effect,” said Katie Morgan, Youth Services Director for the Rappahannock-Rapidan Planning District Commission.
She explained that Task Force members would next conduct a survey of service professionals to get their opinions on where problems lie. "We’ll take that information and compare it with the list you’ve compiled today,” she announced.
Jim McGarvey, director of the Rappahannock Mental Health Clinic, cautioned against assuming that the county has a “big juvenile delinquency problem.” He suggested that the Task Force "emphasize the positive, assess the needs of youth in the community and in so doing, possibly find some answers to juvenile delinquency.”
County extension agent Rap Owings added that the Task Force needed to involve more kids and get youngsters to actively participate by voicing their opinions on the needs of youth.
