For instance, additional aides for physical and special education are necessary to provide flexibility to meet a mandate for duty free lunches voted by the General Assembly this year, he said.
In the area of special education, regulations state that the schools must provide transportation For the handicapped, Bloomer noted. He added that the law allows for payments in lieu of transportation if parents so choose. “But if they elect for us to provide the transportation, we must,” he said.
