“How many do we have? What's the state of the handicapped?” asked supervisor H. B. Wood.
Bloomer answered that one child was transported to Charlottesville for weekly therapy. This youngster must be strapped to a board for security during the ride although the child is capable of sitting, crawling and standing with assistance.
“Is that therapy or education?” asked Luke.
The superintendent explained that education is provided by the Child Development Specialist who goes into the home and assists the parents in working with the child on skill development so the child “can perform more adequately when he appears in school.”
“We have to weigh costs versus compassion,” Luke responded. “This looks like a health problem rather than an educational problem.”
Bloomer replied that the State of Virginia requires school systems to provide services to handicapped children between the ages of two and 20. In addition to the youngster already mentioned, Bloomer said that two other children are transported to Charlottesville for therapy while eight children are driven to and from the elementary school for speech classes.
