Because of federal and state mandates, Rappahannock schools will have increasing enrollments in special education classes, interjected school board chairman Beverly Massie. “We are told we have to go out and FIND these children,” she said, adding that parents are encouraged by other agencies to demand services from the schools.
“It’s not that the school system doesn’t have compassion,” she continued. “The money has to be spent (for handicapped services) but the school board feels this is a health and welfare (department) responsibility, not education...But we have no other choice. We could possibly face a suit if the services (to the handicapped) are not provided,” Mrs. Massie said.
