At its meeting last Thursday, the Rappahannock Board of Zoning Appeals approved a special use permit allowing Emmerson Bennett and Maurice Butler of Washington to continue operating a used car lot at the site of the old drive-in theater on Route 211.
A permit was originally issued last fall to Eddie Sutphin, former owner of the property, for the same purpose. Bennett and Butler managed the operation, and as contract buyers of the lot, were required to obtain a second permit in their own names.
“Were you planning to buy when you applied for the original permit,” BZA bhairman Josef Gardiner asked Bennett.
Bennett replied that he had a verbal agreement with Sutphin to purchase the property but nothing in writing when permit application was made last fall. He added that he mentioned the agreement to the BZA members at the close of the earlier meeting.
“It’s not in the minutes.” Gardiner replied.
