lower portion of Route 621 has been graded to a condition where it can be surface treated with little extra work. Askew noted that a stretch in the middle of 621 has had no improvement and pointed out that H. L. Manwaring has threatened to withdraw the right-of-way he donated for the lower portiotf of the road unless the entire road is paved.
