People and property. Perhaps the more important front to control is new property. Is there any legal obstacle to a policy which limits new buildings to the number of buildings torn down? Is there: any legal obstacle to making; an exception for our own children?

1 In raising these questions I am not advocating these policies, not without understanding more of their implications. But I am trying to understand the legal constraints within which the growth issue must be considered.

If anything is “naiye”, isn’t it to assume that we cajt have uncontrolled growth year after year without, sooner or later, transforming Rappahannock County into something resembling Arlington, Fairfax or Prince Georges?
